Old Saginaw and the riverfront are one afternoon, if you do not treat them as two cities that require a restart.

The Saginaw River divides the place. Downtown and Washington Avenue are on one side, with the riverfront park ground at the water. Old Town is the older commercial district across the river, a tighter set of blocks with its own main street. Ojibway Island sits in the river between these uses, a park you reach rather than a view you assume. You can walk more of this than a map of “both sides” suggests, and you can also lose the afternoon on the approaches.

Pick a crossing and stick to it. See the river, see Washington, cross once, walk Old Town long enough to know it is a street and not a sign, and come back. Early October is a plain day for that. The trees along the bank are turning, and you are not depending on an event in either district.

Bay City is downstream and a different day. Do not add it. Saginaw’s visit is the river and the two districts that face it. One afternoon is the right size.
