The harbor is the arrival. The beach is the afternoon. In Muskegon those are two stops, and the order matters.

Come in by the channel, where Muskegon Lake meets Lake Michigan. The piers and the passage are the working edge. Walk far enough to see open water, and to see that this is a lake port and not a resort strip dropped on the sand. Early October is past the swimming season for most people. The channel is still the right first look. The wind will tell you whether the pier is a walk or just a view.

Pere Marquette Beach is the public sand south of that channel. It is the afternoon half: a wide Lake Michigan shore, a park behind it, and no need to turn it into a circuit of every lakeshore town. If the wind is hard, the beach is a short visit and the channel is the part you remember.

Downtown can be a third stop only if the first two were short. Otherwise leave it. Two water places in one day is the trip. A third town up or down the shore is a drive, and it spends the hour the beach was supposed to get.
